The following Guidelines, Rules and Regulations were approved by the Executive Committee sitting on
21st September 2020 and upheld by the same on 8th December 2022, to streamline the internal
governance process in the interest of promoting and furthering the Association aspirations.
Approval of these rules followed consultations by a Select Committee with the former Association
presidents/ elders, selected individual journalists and trainers of journalism from select Universities
and Higher Institutions of Learning:
- Only a paid-up member and citizen of Uganda with minimum qualification of a diploma in
journalism or mass communication from a recognized academic institution shall be fit to
compete for any office. - He or she must have been a full member for at least two years to the AGM.
- Aspirants shall meet a payment of nomination fee as follows:
President 400,000, Vice President 300,000/, Secretary General 200 000, Deputy Secretary
General 150 000, Treasurer 200,000, while the rest of offices; 100,000. All the money in
shillings currency shall be paid through bank in the Association’s account. - Once payment has been made as shown in guideline number 3 it shall be non-refundable.
- Aspiring leaders shall have un questionable integrity and moral standards.
- Persons whose actions grossly and persistently undermine the aspirations of UJA shall not
qualify for any leadership office/ position. - The election component of 2026 AGM shall be conducted under a hybrid format. It shall
combine a physical audience comprising presence of some individual members(voters) at the
meeting site or venue, and an electronic/ virtual /online audience, participating digitally using
the technological system in place.
